In order to teach "off" when they are jumping on someone, you would have to allow them to first jump up and make contact. You dont want them to do it at all. Jumping up continues when it is being reinforced. Stop reinforcing it. The problem with jumping, is you have to recruit everyone to do it, even total strangers.
Completely ignore them when they jump up. Turn to the side, walk away. Say nothing, dont push them down, just ignore them. Jumping up is for attention, they get no attention, there is no point to continue jumping up. Praise for sitting or 4 on the floor.
Good luck, be clear when asking other people to cooperate with you.
Hmmm.....that sounds like a good plan(m)
Like with the biting - if you ignore them, they stop. May be worth a try. Our puppy class goes over DOWN as in lay down, but not this!
