UTI's are fairly common in dogs. If the test came back negative for infection, ask your vet about the possibility of bladder stones. With bladder stones there frequently is no infection but the stones cause obstructions which causes blood to be passed in the urine.
This seems abnormal considering his trips to the outside lawn consisted of one time urination. Now it is more like 7-10 which all are not very productive

They can pass or dissolve on their own. However, sometimes a special diet is needed.

Had done a urinalysis; came back normal
But the vet still suspected an UTI since he is urianting frequently with the presence of blood. Vet put Spencer on Bactrim and valium
