Need Help Downsizing a Pic to post AGAIN

resize, and I assume it's the pixels..but I can't figure out how to do that...computer illiterate!

you have to resize the pic to 640x480

I can't figure out how to resize also. I have a pictur that I scanned into my PC to "My Pictures", my file size shows 109kb, and the dimensions are 904 x 604 pixels. Is it too big to post? It is jpeg format.
