I think externally a boy would be right.   I say give it a little time and a name will come.  But in the mean time give that baby some loving and don't forget Gizmo.  Maybe you could read a list of names and see if he barks at any. :)

I still like my name suggestion.  Mogwai, call him Moggi.  I would go for a gender flexible name

You seem to be questioning the sex of this pup

He is definately male. I am assuming you have not taken him to a vet or you would not be having this problem His condition is call HYPOSPADIAS. Attached is a link with pictures, http://www.blueknightlabs.com/articles/deformities/genital.html   I once had a lamb with this problem. Very disappointing because he was beautiful and I had hoped to show him. It can be repaired if it causes problems (increased chance of urinary tract infections). It is usually not an inherited problem (in other words no need to panic that dam or sire have a "bad gene" that will be passed to other pups.) Main problem is that he may be a messy pee-er (urine may wet his belly) You didn't say his age but he should develop his testicals and will need to be neutered
