We've all seen the dog being judged in the ring and the handler have something in their hand......uh, ...a treat I'd guess.....? What about a pad with the sent of a female in estrus? Would that be allowed?

You can bait with whatever you want to bait with, but when you distract the other dogs it is a no no. What kind of a pad are you taking about? Bait should be realatively inconspicuous in our breed and able to fit into a bait bag or pocket. I would much rather use a liver treat then something I didn't really want to touch.

Infact there are countries that don't allow bitches in season to be shown.
The reason for bait is so the judge can see expression and ears/ear set, as well as some will look at the profile for natural stack. It is not to see who has the best horn dog in the class. Infact when he was asking aboiut collection I said most people have someone other then the dogs daily handler to do the collection. Same with showing, most who show the dogs will not do collecting. If a dog is collected enough times they will associate that person with a little fun activity and we don't want someone trying to stack a dog in the ring who thinks it's really a hump session. ;0)
