Call the police and ask for animal control
and I would be very persistent. Keep in mind, you might be their one and only chance to be rescued.

animal control can't do anything...they are on a line
i do not know any local reacues...unless i walk over and steal them in the middle of the night(which i cannot do)i need someone local who can help.

Have you called them? What do the police have to say?
Rescue organizations generally do not have the authority to confiscate animals. Animal control, police and some shelters do have the legal right to do so. Go to the BCA rescue website, they list the volunteers by location, that person may be able to give you advice.
Have you talked to this neighbor? They may be very willing to give up the dogs.
