Intense pee stench - help

OK, so we set up this "tinkle station" on the balcony for Stella because she isn't making it outside most days.  We put a tarp down with fake grass. It's been great all winter!  However, now that the warmer weather is here, the reality of several tinkles a day is starting to emerge.  This weekend, I pulled up the grass and tarp (whew, not pleasant!) but realized that it had also infiltrated my carpet.  So, I tore up the carpet (even less pleasant!).  Problem is that there are remnants of an old carpet underneath that had been glued to the concrete - and the stink is in there and, I think, in the concrete.

What can I do about this?  I live in an appartment building and I don't want people to report me.  I bought some dog pee enzyme, but it doesn't appear to be doing much.  Bleach?  Baking soda?  What if I paint over the concrete and put down a new carpet?

Stella is now peeing on pee pads, by the way.

Follow the directions, put on, work into a foam, wipe/pat dry -  (something like that)

We found this product better than    Nature's Miracle -

but its a little hard to find, the one Pet box store carries the Cat version locally (which I dont think would be much of a difference ?)

To remove the glued down carpet

Spray with WD40.  That's what I had to do to remove the glue from where previous owner had put down vinyl over the hardwood in the motorhome I bought.  It was the only thing I could find to even touch the glue, just spray, wait a couple of minuets then take a scraper and remove the carpet and glue. 

 

For the smell, maybe spray with white vinegar, then sprinkle with baking soda.  It works on tough stain in the bathtub, bubbles up.  Good luck.
