I am in the process of trying to break a 10 wk old bully and i was wondering how i should handle his water been told by one to leave water for him all the time and someone else to just water when feeding and nothing after like 7 at night which is best for him,thank you

Since he eats three times a day right now (puppies usually get lunch too), you can add some water to his food. That should be enough to keep him hydrated - unless you're in a super warm climate (where do you live). I also didn't give my pup a drink after 7:00 pm.
The general rule about their "holding power", by the way, is 1 hour per month of age. So, your little one is 10 weeks which means he/she can hold it for about two hours or so at a time. That means you'll have to take puppy out quite a few times a day and maybe sometimes at night to in order to avoid all accidents. But accidents do happen - it's part of the "fun" of puppyhood!
Water
should always be available. It's needed for healthy internal organ function. But you can take it away after 7:00pm. IMO the best way to house break is to crate the puppy when you are not able to keep a close eye on it and at bedtime and nap time. At 10 weeks you still need to do a nightly potty outing. I have found that my puppies will wake me around 1/2 am for a peepee break. If your puppy doesn't wake you and peepees at night then you need to set your alarm to get up around 1 am and take the puppy out. NO PLAY --- just peepee and back to bed/crate. Puppies pee immediately after eating, drinking and waking up. So be ready to hustle them outside. I have often just picked up the puppy and rushed it out doors in the morning so as to avoid an accident. At this stage during waking hours every hour is best to take them out.
