Bitches influence in seasons

I had my two bitches spayed before my third bitch was due in season and now my third bitch seems to have stopped coming into season. One spayed bitch is the oldest and IS the boss, the other spayed bitch is her puppy. Can the hormones of bitches influence younger bitches? and will my younger bitch come into season eventually? I am hoping to breed with her. I do have a full dog also in the mix, not sure if this will help? :0)
