It's hard to tell from the picture...
is it torn or just red up there? It almost looks like a cherry eye but that is down in the corner, not up there. Does it bother him? I would have it looked at by the vet, it looks painful.
Take her to the vet
She needs medical attention.
Absolutely take her to the vet.
The sooner the better.
