Yesterday he had to have some xrays, he was a little groggy when I brought him home but he slept alot last night no issues.
this morning he is running around like crazy and won't stop licking his foot, I have checked his foot and there is nothing there that I can see and he is
not limping on it. I'm not sure what to do, he won't sit still he seems to be in some distress but I dont know what kind.

What did they give him
and why did they sedate him for xrays? What was being xrayed? It could very well be a reaction to anthesia. Unless you have changed something else in the past 24 hours.
Check receipt on what was used for sedation and do a google search to see what the reactions can be.

I don't know what they gave him, it's not on the receipt, but it is an anaesthesia that they can quickly reverse. He is only a puppy and would not sit still for the xrays of his elbow and shoulder. Luckily nothing is wrong we think it just might be the odd growing pain.
He seems to be calming down a big now, but I will try a google search to see what I can find.

Is he licking the foot they shaved for the catheter?
If he is sometimes they get razor burn and irritation from the tape that holds it in. If he's licking other feet, he could be having a reaction to the anesthesia.
They never shaved his foot, it's a fast acting that they can
reverse right away.
