Chilly Dog Cool Coat
Cooling fabric and coats of PVA do a good job of keeping them cool. I have purchased a couple of reasonably priced ones on ebay and here is a link:

You just put them in a zip lock bag soak them wet and leave in refrigerator....they can be re-cooled by dipping in ice water and wringing out. Store wet in the bag in the refrigerator. The medium should fit a standard Bulldog, but large works for a 60 pounder.
