.....I would wash first with sterile eye wash, pat the area dry with cosmetic wipe, then apply the ointment as directed by the vet. A prescription is required for this ointment, and depending on your relationship with the vet, you might be able to call and get some without office visit.

For any eye issue I would take the dog to the vet unless you have lots of past experience. You never want to use an ointment or drops that have a steroid in it if there is a possibility that you may have an ulcer. Steriods used with an ulcer will blow the eye up.
Any antibiotic is perscription only.
If the dog is just having some eye redness (not infected) then you can use liquid tears or a sterile eye flush. But nothing like Visine Red out.
