I have heard of this happening to human baby girls, and it's something with the hormones and doesn't continue for long. I haven't heard of it in a puppy before, but maybe it's the same thing. Ask the vet! Good luck and all good wishes!
Just fyi.....
a puppy can get a UTI......with mom licking and cleaning everyone and if the litter mates try to nurse on each other this can happen.....you may want to put her on clavamox drops just to be sure.......
