I am posting on this show forum (along with General forum) as I think that all of you involved in showing seem to be very knowledgeable about the development of bulldog puppies.
Harley is now 8 months old and weighs 65 lbs. We adore him and think he is a very nice looking boy.
We do no intend on showing him but we think that at times, like when he is laying down his head looks proportionally OK for his size. But when he is standing, or looking at you it appears too small for his body.
Our only other bulldog Rocky, had a huge head from the day we got him @ 4 mths old.
I know that some bulldogs develop later and that a lot is dependent on his ancestry.
He comes from, what I think are pretty good lines, but we thought by now his head would be more developed.
What do you think?

Usually by the time they are 2
Some dogs will continue to mature after that. He's still really young and has a lot of maturity ahead of him.

Head
I think his head looks great, very nice looking boy
