BUT - It does NOT STATE that. Everyone is subject to these requirements.

This is how I read it in brief:

* only allowing TWO intact permits per household (1 male and 1 female)
* a slew of requirements in order to rec'v those permits
* if you're caught having an intact animal, you are not eligible to get
an intact permit for that pet
* any offspring produced cannot be SOLD, must be adopted for free
* you have to report WHO adopted them
* after the 1 litter, you must neuter the dogs who produced it

I agree, bizarre. The only thing I can think of is that they (Levine,
et.al.) figure that by appeasing certain opposition groups, they can
add the more restrictive measures because the opponents won't have as
much influence. Typical to the "divide and conquer" directive.
