The HB City Council is set to vote on THIS Monday, November 5th on a mandatory spay and neuter ordinance and micro chipping of all dogs and cats. If this ordinance passes, it could build up steam for a revised AB 1634. The Huntington Beach City Council will vote on Monday, November 5th on an ordinance requiring mandatory spay and neuter and micro chipping of all dogs and cats. Similar to AB 1634, this city ordinance is a punitive measure that punishes dog and cat owners for the animal shelters inability to adopt out its animals.
The HB ordinance will require a tax increase of over $850,000 part of which will be used to hire canvassers to go door to door examining dogs and cats making sure they have been surgically altered.
Experience has shown that the proposed ordinance will result in animal licensing rates plummeting, more animals impounded, and more killing of dogs and cats in shelters as owners relinquish their animals rather than pay a $500.00 fine.

Write, fax or email the members of the Huntington Beach City Council now and tell them you oppose this overreaching, invasive mandatory spay/neuter ordinance.

the problem is that cities and counties are being duped into thinking that they will make money this way and that suddenly by magic shelter numbers will plummet.
The opposite will happen. People will opt out of the system. They will stop getting dogs vaccinated for rabies to avoid detection and if pressured, they will dump animals. Spikes in shelter intakes almost always result from these ordinances.The local gov is doing it because they don't want to spend more but they will spend a fortune to try to enforce it.
I'm betting they don't sell many 150.00 licenses!
Stockton needs to develop good will and volunteers in the community, TNR programs for feral cats and spend money NOW on low/no cost neuter services. This ordinance will prevent all of that from happening. In spite of the factual data showing that these laws are ineffective, elected officials everywhere are leaping for them like lemmings going off a clif. They have bought the Animal Rights hogwash hook line and sinker
If I were a resident I would ride herd on the shelter and AC numbers for the next 2 years. If this ordinance flounders, push for change. In the mean time push for it's repeal and do what it takes to remind the officials who voted it in that theey are hired by voters and can be fired by such

Already happened in Stockton, CA.
This ordinance is already taking effect in Stockton. They require microchipping and the registration per dog would be $100 per year or $150 for 3 years if dog is still intact. It's kind of difficult to see the true meaning behind all this. What I do know is, that it is getting more difficult to survive in this country. Money Money Money. To whom it may concern,
I am writing on behalf of my self, my family and many of my pet owning friends. We are deeply concerned that the City Council of Huntington Beach would consider passing an ordinace which mandaes the forced surgery of companion animal for the purpose of sterilization without the owners say or consent. While spaying and neutering are appropriate for many animals, it is a decision that should be in the hands of caring owners and their veterinarians, not mandated by law.
If this passes, neither I nor my family will visit, stay in or shop in Huntington Beach, and I will encourage anyone I know or come into contact to do the same. I am a responsible taxpayer who happens to love animals, this is my only way of defending my rights and freedoms

Forcing people to implant microchips in their animals is also unjustifiable. Microchips can be valuable tools to reunite animals, but as with sterilization, voluntary programs and incentive based programs are far more effective and less costly WITHOUT infringing on the rights of citizens.
But were you also aware that the city plans to hire private individuals to visit residents properties, enter them and inspect each pet? The police may not enter without a warrant, but pet owning HB residents will be harrassed by civilian civil servants in their own homes because they keep a pet.
I am asking the city of Huntington Beach to withdraw this proposal and consider alternatives that will treat pet owners fairly and help animals as well.
