I wanted to give an update and thank you for the direction. I opted not to have surgery against my vet suggestion to do so. He was still humping EVERYTHING and I just figured he would pull out the sutures and cause more trauma to his penis. We worked with some behavior modification to curb his need to hump everything. That has actually worked very well. We have not had any episodes of it bleeding or becoming inflamed as of yet. I will keep an eye on it and thank you again so very much. Bulldogs are a very special breed with some very unique issues. The want to learn and to keep him/her health is how I am living day to day with my Spina Bifida Bulldog, Gwylo.

I think that is the latest newest way to treat a prolapse. Makes sense to me if it's not bleeding and his urine stream is not blocked. That is exactly what I would do. Wait and see. No cutting.

he is doing well. Like you said just keep an eye on it and watch for any bleeding or trouble peeing. Also just keep an eye on the prolapsed tissue. He is a special boy and lucky he has someone who cares about him. Best of luck with him

behavior modification is often more valuable than a pill or a snip (ie, humping, overheating, gagging)! Your post gives encouragement to others to work on solving problems in alternative ways.
