Help!! Friends puppy is having tail problem and he

Just got a call from my friend who has a 13 wk. old male puppy. He said that this morning he will not sit down on his rear. Says it has moist, stinky, white stuff around his tail area and he will not let them touch it. I think it sounds like yeast infection but am not sure what to tell him to do until he can get him to the vet.
He is very concerned. Suggestions PLEASE!

he prob gave a bath in the last couple days and didnt dry under the tail good enough. So back in the bath wash and dry well. pack under the tail with cotton balls after the bath and then take them out after a few minutes. Get some vaginal yeast infection cream and put a light layer under the tail. Do this once a day, when he goes to the vet get some malsab pledges and wipe daily for a few days. Over cleaning is not good either.
