Another billybob ?

We have two dogs,Mel a border collie and Billybob our bullie. Mel is 11 years old so he was around long before Billybob. Now Mel has free reign of the house(the alfa dog)and we have to separate the two because they fight.

Mel more than Billybob. Mel is more the aggressor and Billybob is the playful,energetic one but Billybob will and can defend himself. He won't bite back,he will jump on top of Mel and pin him to the ground til my wife or I separate them.

By the way Billybob stays in the kitchen and connecting laundry room.

My question is at night we watch tv in the family room,adjacent to kitchen with a doggie gate in between. Billybob wants to be in there with us so he barks constantly non-stop until I give him the evil eye,he backs up and will stop for awhile then half an hour later it all starts again.

We tried having him in family room and gate off Mel in the living room than Mel barks non-stop.

One of the other reasons we keep Billybob in the kitchen area is he will mark his spot everywhere else in the house.It was one of the reasons we had him fixed,but didn't work.

How can we keep both dogs happy,everyone happy.

Oh one more thing,I posted recently that Billybob has some problems with shedding in patches on his back could this have anything to do with it (stress)he paces back in forth in the kitchen while barking to let him in family room.

Billybob is 3 years old,he was neutered about a 1 1/2 ago. We would have done it sooner but we were thinking of possibly studding him out for some puppies.

Mel is a very dominate dog also very territorial with everything,toys,bones etc. The other thing is mel is old and doesn't want to be bothered and billybob is very playful and comes charging into the room and it drives mel crazy.

Billybob is funny though because he doesn't care if mel's barking at him,he pays mel no attention and roams around until mel gets in his face and all hell breaks loose. So far neither dog has been hurt,no blood shed just a quick charge by mel and then I break it up by yelling at mel to go to the other room and he usually does,but it doesn't deter billybob from trying again later.Billybob is fearless,it like he says you go ahead and get upset I going to explore whether you like it or not.

We have been putting up with this for awhile and need some kind of a solution.Unfortunely our only way to handle it is by keeping them separate and its just not good or fair to billybob.

How old is Billybob, how old was he when he was neutered? Were the dogs fighting prior to Billybob being neutered?

Is there something that triggers the fights-ie. toys, food, treats, sleeping spot etc.
