In looking at these pictures it looks like the only place you are having a problem is on the face/chin area. If your dog is eating or drinking out of plastic bowls, that could be the culprit. If they are, change to stainless steel bowls.
Benedryl will not clear this up, that will only really help if your dog is itchy and has welts on his body, such as hives.

I wouldn't spend my money on allergy testing. Just wipe his face a couple of times a day with an antibacterial solution.

Is he eating from a stainless steel bowl? This could very well be acne and not an allergy... if the pimples are left untreated it can also turn into staph which could also be the culprit :O)

We have been giving benadryl 50 mg, twice a day, but does not seem to be doing much.

I would get the allergy testing done. I had a bulldog that had significant skin allergies and my regular vet tried to treat by changing diet and different meds with mimimal success. Once I had the allergy testing done and found out what was causing the breakouts, we got the dog on the correct medications and did allergy shots. There was a dramatic difference. It did not happen instantly but it did happen. I even tried to take the dog off of everything to see if it was really helping and he had a worse breakout, so back on everything we went. He was on the shots for his entire life and a reduced dosage of medications. Also, certain times of year were worse then others for breakouts. I also fed an allergy diet of Natural Balance Duck and Potato. I wish you much luck with and hopefully you will find out the cause of all of this. My dog was 10 months old when I started with the dermatologist. He lived to be 9 and the majority of my vet visits were to the dermatologist.
