Yes, Chester has had a bunch of these...
starting when he was a puppy. Our vet removed about 12 of them from his neck area. He recently had a large one removed from his foot and another from his elbow. Some dogs just develop them. He always took them off with a mild sedative (NOT ACE ) and a local anesthetic. If they don't bother him, you can just leave them alone.
