Could be he/she has an itchy tail pocket. Sophia air licks when hers needs to be cleaned. She also air licks is she gets a flea or other itchy spot. Have you checked in teh mouth for anything stuck in the gums? Those are things I would look at first:-). Could also be anal glands, but they usually do a butt scoot for that.

What age dog? I clean gently under there with a baby wipe, that I put which hazel on. I make sure the area is clean, and I use a strip I tore off the baby wipe, and use Tucks cream, just a little, and go under there with my finger and the baby wipe and the tucks on it. Others have different ways. But the cleaning is an everyday thing here so it has to be gentle. Others say just washing their dog once a week is enough. When the smell is better the tail is better. Like I say though, it differs by owner, but keeping it clean and dry is the goal

Then try cleaning it every other day and see what happens. Don't use the wipes though, I am serious, tehy can irritate it worse and make it yuckier!! But they DO work for some, so maybe they will work for you. Give each method a try and you'll find what works best for your boy!

The worse her tail pocket got! I was over doing it and irritating it by wiping every day. I now wash it once a week and it is just perfect:-) Sophie has a tight bun tail, not easy to keep clean to begin with, but it is a breeze with once a week spraying off in the tub, cleaning in the pocket with a good anti bacterial soap, rinsing really well again with the spray nozzle in tub, and drying well. I put a small dab of Desitin around the inside of the pocket, as deep as I can get it all the way around, and she is good to go for another week:-)
check ears for itchy yellow yeast. Check under lip and crevices in the roof of the mouth for hair that collects there. Check the base of tail for red irritation/rash. Check under the nose roll, if he has one, for gunk.
Sometimes chewing on a toy, especially a Nylabone, can irritate the gums and that can cause the air licking.
