Are they on his lips or chin?
Could be some puppy achne she's having (totally normal). Stainless steel bowls (if you don't already have) and a little wipedown after meals and drinks can help.

Penelope's got her stainless bowls an her water comes from a Brita water jug, I also wipe her face after every drink an meal? I may miss the occasional drink but I wipe it once I notice her face is wet. I clean her face daily so I'm at a loss.........
