Bump on Eyelid

My boy Hurley has a bump on his eyelid. See below:
It doesn't appear to bothering him and the eye itself appears to be fine. We went to the Vet yesterday and she thinks it may be a blocked hair follicle, but she wasn't sure. She stained the eye and there was no ulcer, so she gave me a steriod ointment and to apply 3 times a day. She said that if it doesn't go away in the next week that she may recommend that we see an ophthalmologist.
Does anyone have experience with anything like this? I'm concerned because he did have an ulcer in this eye about a year ago.

One of my guys had something that looked like that and...
it turned out to be demodex, but that usually occurs in young dogs. It's probably what your vet said or a cyst.

But I am not a vet so can't say for certain! A blocked hair follicle is very possible.
